7.40 Smart Start / System Mgmt Home Page Link Missing from HPIM

I built two systems with the new 7.40 Smart Start CD, and for some reason the link that would normally be displayed to the System Management Home Page within Insight Manager is missing? Is this a new security feature and does anyone know how to enable it?

I am beating my brains out looking for it and I have not yet found the fix.
