64-bit compressed xml 1

Hi - xml newbie here looking for some useful pointers and help!
I am looking for software that will decompress some comressed xml data but have been unable to find anything yet.
The data is produced by the (UK) Inland Revenue and looks like this:

You need to find out what algorithm they used to compress the data with. I would look on their website (perhaps they have some pages geared towards software developers) and see if there's any information available there.
