6160 "load balansing"

I need an advise what would be the best way to route incoming calls through 6160 to multiple destination.

I'm trying to include 6160 into resiliant schema. Currently, when all menus played and conditions compared, the 6160 will route a call to specific destination. Ports of 6160 split between two systems. I need to route all calls to specific queue and when it is not available for any reasons (trunk down, no agents, etc.) reroute to alternative ACD path.

I can think of two ways around this.
One would be to use a queue condition on the IQ so if the conditions matched reroute to the alternative location.
The second would be to use the path unavailable point on the original ACD path to point elsewhere.
 
Let's consider following scenarios:
1. Everything is operational.
A call received on one of the 6160 ports connected to the secondary controller, conditions matched and the call routed to destination which resides on the remote system.

2. Degraded configuration due to the primary system failure.
A call received on 6160 and the same condition matched. Routing destination is ACD path which is not reachable over IP trunk.

Question is how to create alternatinve routing destination. Obviously if the secondary system failed there will be no calls accepted on 6160 from that system and routing destination will be local at the primary controller.
