616 doesn't receive calls

I just aquired a norstar 6x16 DR5 DS. I currently have one set hooked up and three CO lines. I have programmed the set to have access to lines 1, 2, 3 and to ring for lines 1, 2, 3.
When a call comes in, the set does not ring and the line indicators do not flash. When I call one of the lines from a cell phone, I hear normal ringing and I can pick up on the line that is being called from the set to answer the call by pressing the line button, but I have no indication that a call is coming through. Any thoughts?
 
Is this on all phones, or just one? Do Feature *80 and check the ring volume.
Also verify that you can access each line from the phones, and test again.

old 6x16 try moving to line 4,5,6 ...1,2,3 may be bad

Old 6/16s can be bad particularly the DR5/ DS types. I won't even sell them anymore.

Have you performed a 'STARTUP' on the KSU? As a used piece of equipment it would be the first thing to try before proceding with your own configuration programming. Wipe the slate clean so to speak. As you indicate that you have already done some programming the CONFIG pswd is obviously known to you. Startup must be performed within 15 min of powering up the KSU.
Unplug your system then [Feature]**STARTUP. When prompted for pswd use CONFIG. On a small system such as the compact basically press NEXT through the following options and OK to configure the system to default settings. This may eliminate some of the problems.
 
My first thought is to find out if you have a line or telephone system problem. Take your multimeter and read the ring voltage as you call in on the CO line. If this is a staight line from the LEC you should see somewhere around 70VAC. If your lines are riding in on a channel bank, the voltage can vary depending upon the manufacturer but you need to be in that range. If the ring voltage is within tolerance, you have a problem with the telephone system sensing the ring and then ringing the telephone. Once you know that you have a good ringing line, go port by port and connect that line to each port and test all 6 and see if you can find any good ports on that KSU. Usually with CO Ports, you'll have one or two that took a surge and got knocked out and with the 3 all being out I would make sure that the CO Lines are doing what they are suppose to otherwise you probably have a shot KSU!
 
could also try looping an ata back to line ports and testing them that way....
