5420 DTMF issue 1

I'm having an issue with dtmf on 5420 phones, specifically, the number 3. Customer dials a conference bridge toll free number, enters the PIN, and it recognizes every number but the 3. I try using the regular number (non toll free) and it works fine. I thought the issue was on the conference toll free number, however, when I try to dial from a 9508 on the same system, both the toll free and non toll free work great. My thought is that there is something on the 5420 that's causing the issue. I've played with AGC to no avail. Anyone else have this issue or resolution?
 
Did you enable local tones on the 5420 IP port?

IP Office extension > voip

 
What kind of trunk are you using?

I doubt it's a bad phone considering the same issue happens on multiple 5420's. It's got to be something within the phone because it works fine on 9508's. they are using a PRI.
 
I would say it's probably an issue with the conference bridge especially if they are using SIP and inband DTMF, 5420s might send a shorter DTMF tone than a 9508.

I had an issue where callers from a specific service provider couldn't actually send the DTMF for 3, all other worked fine.
Have you tried if it works from another IP Office with another service provider with the same type of phone?
