503 Bad Sequence; Sender already specified

Sometimes when people send mail to multiple users through our Notes SMTP server they receive a message back for some recipients, not all, saying 503 Bad Sequence; Sender already specified. We have checked the firewall and there is no problem there and have sent directly to the server port so it doesn't go through WebShield and the messages go through. I don't know if it is WebShield causing the problem or not. Problem has been happening intermittently for the last 6 months, any help is appreciated.
