5.5 to 6.5 upgrade fails copying files

YEs im logged in as admin.
Yes I have supervisor rights to the folder.

The error I get is "Install Warning":
writing file T:\gw65\ADMIN\C1ADMIN\bin failed

sounds to me like the file is open or your out of disk space.
