4800G QOS

I want to do the following:

setup my 4800G so that every user on any VLAN has a guarantee of bandwith connecting to a given external ip address (10.0.0.1 for simplicity's sake) using http (s) and rdp.

The 4800 is connected to a firewall that does not support QOS

We have a fibre connection 50 Mbit up and down (shared 10/1) and a backup connection 120 Mbit (consumer version) and 10 Mbit up.
 
So that's your bottleneck, I assume you have no 10Mb networking components on the LAN...

You would do the QoS on the 4800s uplink connection to the firewall.
Maybe you can just prioritise anything with a source or destination IP matching the external IP address. How many users are there that need this "guaranteed" bandwidth?
