46xxsettings.txt upgrade

Im trying to update the 46xxsettings file on our 4610SW phones but I cant get tftp to work properly. This is for the PUSHSDK

1. TFTP port 69 UDP connects.
2. Phone searches for 46xxupgrade.scr (looks like it searches twice) over port 411
3. Never searches for 46xxsettings.txt (atleast ons creen)
4. Finally says tftp error: file not found

I have tried using tftp 411 and 69 on my tftp server.

A few questions:
1. Why does it search for the file over 411?
2. Should my tftp folder need to be in a specific location?
3. should my tftp port be 69 or 411?
4. Do you have step by step instructions for upgrading the 46xxsettings?

The phone is not attempting to download via TFTP but rather HTTPS/TLS. If you watch the display you will probably see it say HTTPS. The below snippet is from the Avaya IP Telephone File Server Application Reference Guide Doc # 16-601433 Issue 3 July 2007 Chapter 3 section labeled HTTP/HTTPS Server with Default Ports 411/81/80 available on the Avaya support site.


HTTP/HTTPS Servers with Default Ports 411/81/80
Both 9600 Series IP Telephones and 4600 Series IP Telephones support HTTP, and by default,
use the following port assignments:
● Port 411 for TLS download of configuration files from the IP addresses listed in the system
parameter TLSSRVR.
 
To resolve install an HTTP server and set the Document Root to your TFTP directory.
 
I ahd to install MY_IP_TEL and use that. It worked for me though.
