46xxsettings.txt not accessible

Server Edition R11.1

I am unable to get the server to produce a 46xxsettings.txt file when I web browse to

http://serverIP/46xxsettings.txt

however it does produce it when i go to

https://46xxsettings.txt.

So it will produce a file when I do the https but won't when i just do the http. What in the system prevents the http from working?

finally found it... under security settings>services...
