What could be the problem? We have changed ports and rebboted numerously, this system has 9600 phones could there be an issue with that?

The DHCP scope for the IP phones should have an option 176.
This line should have these parameters:
HTTPSRVR=<IP ADDRESS OF THE HTTP SRVR>,CODESRVR=<IP ADDRESS OF THE HTTP SRVR>

4690 Conference IP Phone doesnt support HTTP file server.
