when trying to hook up a avaya 4690 conf phone i get a registration error any ideas

They are not supported and do not work on IP Office and never will, they are for Definity/CM only :)

You should use the ip6000/7000 and buy a 3th party ip endpoint license.

I would personally use Konftel equivalent as they are really good, cheaper than polycom, can record to an SD card and Avaya have just bought the company :)
