4610 IP Phones showing "#=OK NEW" on phone screen

Hope someone can shed some light on this subject. It's been quite a while since I've worked with these phones. An administrative end user has two phones that are showing this on the phone screen. Even after many reboots, and using the reset code, the phone still shows this on the screen. I even had him do both log in with a NEW extension (actually the ext. number of the phone) and a newly created password....as well as just press the # key through all the screen prompts. Nothing seems to work. The two phones are still in that state. seems they were working fine one day and not the next.
these are the only two phones in this office acting this way, so it's not like something happened to a switch stack or conf files.

Your input would be greatly appreciated.....
