What is the maximum string length for dhcp option 176 that the 46xx series phones can receive/handle that is returned from a dhcp server? 127 characters?, 255 characters? Is the limit imposed by the dhcp server being used(aix,windows) or the firmware of the phone, or both?

Yes its 127 total characters per list, this is with 46xx phones. So the option string could be:
MCIPADD={LIST},MCPORT=yyyy,TFTPDIR=<path>,TFTPSRVR={LIST}
where LIST is 127 characters.
I'm not aware of a limit for the whole option string within DHCP servers, but I guess there is an IETF document that defines this.
