412 upgrade to 2.1, needs 1.99 step?

Depending of the current version you are using Avaya reccomend to go through all major builds.
They mean if you are running 1.3 right now then upgrade first to 1.4 then 2.0 and then 2.1 each upgrade with its own Manager.
This will prevent a database error as each version has new entrys in it and each version will put in proper values for them but upgrading straight from 1.3 to 2.1 may give unexpected values in entrys introduced in 2.0 for example.
