So I've come to the conclusion that 411-ing is too damn expensive.

With that being said, does anyone know how to program ARS to direct everyone to 1-800-411-Metro?

I'm running a Legend 4.2 v6.0.

Any advice?

Block 411 entries in ARS, by making a separate table for 411 entries. Direct those calls to a separate pool that has no lines in it. The caller will then get waveoff tones. Create a phantom extension, 411, of course, that is RCF'd to the number you want.
Don't mess with the special numbers table in ARS as it contains the 911 entries also. Just make a separate ARS table to redirect the 411 calls to nowhere.
