404 - File Not Found ....and it's there

I just downloaded a log parser (logview.exe) and I put it in my cgi-bin and try to run it, but I get a "404 - File Not Found" error. I also had this problem with a game demo I put on my server. I had to rename it without the .exe and then people could download it....however I can't do that with the log parser, since I just want to run it, not download it...

It only seems to be *.exe files. Anyone know why this is??

I'm running Win2K Pro, SP2 and all the latest patches. I checked permissions, and all seem to be fine. Could I have done something to stop EXE's from being downloaded/ran by trying to secure my server?

Any help would be greatly appreciated!
