403 Error wenn brows

Hi!

I'am new in the SharePoint content managemant.
My Company hawe some hundred user.
Divers of them, sending me the following problem:
1,) Paceing one of web site "Content Editor WebPart"
2,) Editing the webpart propertys in the Tools panel
3,) Click the Rich Text editor button
4,) Then inserting one picture to the content

BUT wenn they click the "Brows" Button Error 403 occur.

Please help me solve my problem, I like solution to the error.
