400EC module not compatible 1

I have tried installing a 400EC module in slots 1, 2, 3, 4 of a 103H5 (newer carrier) five slot carrier. ACS processor in P slot. VM module in slot 2. It will not power up. It will work in the older five slot carrier though.

You may want to try a #728 restart. I used to do this with the old Partner II when I had trouble with the second carrier. It might refresh what it sees.
