I encounter this problem today on a few windows 95 with virusscan 4.5.1 SP1.
So, if it can help somebody ...

What you can read here :
Due to internal architecture limitations, the 4.1.60 and earlier Engines will cease to function properly from the 4367 DAT release (not 4366 due to early release of 4366.) See NAI37117: McAfee 4.1.60 Engine and 43xx dats for more details.

Thanks a million for posting this. I've been struggling with it since Friday. So far have had to reinstall McAfee on 7 desktops, and couldn't find anyone with my Security team that had the answer. I suspected it was the scan engine - nice to officially know.

If we have over two hundreds of PC, should we re-install it again?

You don't must reinstall it again, but you must execute the superdat file with the "/f" argument on each one manually, or with a batch file (logon script).

So : sdat4367.exe /F will force the installation of the last scan engine.
