There are many reason's why Vmail could be down, one being a bad HD. In 3 years I have replaced about 30 BFT's and I have never seen one Vmail not work beacuse of a bad HD or an MSC. Some people say, well I replaced it and now the Vmail works. Well if they had just cold rebooted the BCM it might have worked also.
Try a cold reboot first and then see what happens. and YES you can use a backup from an upgraded 3.7 to 4.0 to a new 4.0 HD, but only restore the Telephony and Voice Services, any thing else and you will be sorry.

Why change the engine if all you need is to change the spark plugs.
It was the HD. Connected via serial but couldn't get screen asking for BCM login pswd. Restarted the system and watched the boot up process and it got stuck after it showed "uncorrectable Errors" on several sectors.
