4.0(10) & 3.2(59) Managers have exception errors on merging a config.

slightly better than the 3.0(578) Manager that corrupted configs on a merge!!!!!!

Ahh nutz. We just upgraded a site to 3.2.59 over the weekend to fix queuing problems and now we have TLB data errors causing cold starts.

The outcalling feature does not work in 4.0.10.
Oh well it was worth a try.

I left the 4.0.10 manager and firmware, and down graded vm to a special build I had that clips the leading second off of vm recording. Fixed outcalling right away a bunch of 3 day old alerts started ringing phones.
