3rd Party-Relaying with exim and/or sendmail

Simple question: I need to block 3rd-party-relaying using either exim or sendmail 8.8.<br>
<br>
I want my users to be able to send/receive mail to/from anywhere but block all others. I'd prefer using an IP address range rather than a host list since there would be less overhead. I've tried the sendmail anti-spam ruleset and the exim configuration but neither seems to to what I need.<br>

Any suggestions will be appreciated.<br>
