I have a 700 gb db running on SQL 2000 Ent fix 997. The OS is Win2K3. We have been having a non paged pool memory error. Microsoft has suggested removing the 3db switch from the boot.ini. If I do this,it is my understanding that SQL will not longer be able to use more than 2gb of memory. Is that true. Currently the database is taking advantage of 7 gig leaving 1 gb for OS.

 
The first thing Microsoft should have told you to do it patch the SQL Server. Build 997 is several years old. You need to install at LEAST sp3a. I'd recommend running SP4 with the latest hot fix. That will get you to build 2187.

Microsoft has fixed tons of memory errors with the various service packs.
