how do you produce a high res PDF file, with crops and bleed, from a corel file which would be suitable for commercial printing

Either publish to pdf (Draw V10 onwards)in settings choose for prepress and set your preference ie embed all fonts bitmap downsampling, reg marks etc. or -(my prefered method) invest in Acrobat and print to the Distiller using the press optimised setting. Either way vectors should remain vectors, set your colours in Draw as Pantone or cmyk depending on your job and make sure bitmaps retain their colour model (setting in Acrobat)

Alan
