3D Rage Pro attaching itself to video card

A friend of mine has an HP Pavillion 8560. He was trying to set it up to power down after 30 minutes of non use but it returns this message:

The device driver for the ' ATI Technologies, Inc. 3D Rage ProAGP 2x' devices preventing the machine from entering standby, please close all applications and try again.

I found that the RagePro had installed itself as the video driver so I uninstalled it. All was fine for about a week then it showed up again as the driver. Does anyone know what could be causing this? I suspect a website he must be going to but am not sure. Any help is appreciated.

I would suspect that this PC has an ATI video card or on board video.....& the os?? is finding this and installs it as the hardware.

Check the power management settings in both BIOS and in the OS control panel.
