Which api calls would I look to if I wanted to make a three dimensional object and be able to rotate it

You might want to look at MS's DirectX SDK's. I belive you can still download 7a, 8.1 and 9 from their web site. If you are not interested then perhaps I can suggest either OpenGL or GDI+ which is the API you are looking for...
