3Com Superstack performance average response time

We have 3 3comSuperstackII switches with a fiber connection backbone serving about 20 nodes per switch. the average response times are 30ms, 35ms and 14ms. the problem is, I dont know if those are acceptable response times. people are complaining that the network is slow but i dont know if it is the wan connection or lan connection. we are using solarwinds network performance monitor that gives us all these pretty charts but I cant tell if they are good or bad. can any one help? are those acceptable response times? is there something else i should be looking at? any help would be appreciated.
 
What does your topology look like?

Are you using VLANS?

Slow communicating with each other?

Slow communicating with the server(s)?

100Base ==> 12.5MB/s (10-11.5 is really good) Try a file transfer test using FTP (very little protocol overhead).
