3c2000 slow

We have two servers, both just upgraded with 3c2000 cards from 3c905 cards. Server 1 is getting a network speed of 44MB/s. Server 2 is getting 3.1MB/s.

What could be the problem on Server 2? It is installed in an HP Netserver E60.
