3904 program

We have option 11C installed using a 3904 with and expansion as a console. Is there anyway to program a button to pass an outside line to a restricted phone? On occassion, an office with internal calling only needs to make a business-related call. Now that person calls our receptionist, is put on hold while the receptionist makes the call, then transferred to the on hold extension. Any way to make this 3904 act more like a 2250?
