3904 digital extension shows busy when call

We are using Avaya CS 1000 system one of our digital (3904)extension showing busy when call to that extension but in system its shows idle however there is dial tone and can call from that extension and if that extension foreword to another set then its ringing if call that extension
I have change the phone set as well
TN has been change than extenssion works few month and than problem appear again
Extension's TN is attached
what will be the actual issue? kindly advice

First of all, check that calls from all the DN keys show the correct extension number when you call another digital set with a display fitted.

Find the FFC code for "Do Not Disturb" and check that the feature hasn't been activated by mistake.

Also change or add in the FFC code for Call Forward Hunt Over ride (CFHO). Try e.g. ##

Then change the TN of the extension in the CLS from CFHD to CFHA

Once that's done, from another extension dial e.g. ##3900
