3904 call transfer

I have two 3904 phone sets (actually there are more but I just want to talk about these two). One "Help Desk" line - 7611. When 7611 rings on D's phone he can pick up and transfer with no problem. When J tries the call ends up on his primary line and he cannot transfer the call. I have compared the programming and they match. Neither phone has add ons. What could possibly cause this? When programming did I need to specify something for KBA and DBA (I cannot find them listed on the TNs)?
 
I'd make sure the phones both have the same firmware.

Then, I'm curious if the calls are coming in on different routes.

Then - are both phones the same FTT value. FTTU, or FTTC

Check your firmware on the 39xx sets as the transfer / conference feature does not work with old firmware on newer software on the PBX.

It's a phone system, NOT a clock!
 
I have just checked both units are set to FTTC and the firmware version is the same on both units. and this happens on all inbound calls from what I have been told (at least both internal and external). I cannot imagine that the fact that they are in different cabinets makes a difference. Could it? They have the same updates.

Could be an issue. Try moving the none working phone to the same cabinet as the working phone and test, that would give you the answer.

ID10T error. User was using the "Pick Up" button instead of just pressing the button for the individual line.

Does that make it a user or training problem?
