3904 ACD Second Line Roll-Over?

I have a 3904 ACD agent that has two personal lines on Key 3 & 4. Is there a way for the call to automatically roll-over to key 4 when key 3 is on a call?

Not pretaining to your question, but your TNB example has very few CLS parameters being used.

For your agents I would suggest the following.

IRA - Incoming Ringing Line Preference Allowed
OLA - Outgoing Line Preference Allowed
AHA - Automatic Hold Allowed
LNA - Last Number Allowed
CNDA - Call Number Display Allowed
ARHA - Audible Reminder of Held Call Allowed

These are just some suggestions that may make your agents happier and make you look good to them.
