3900 set download

i have an option 81c running 24.25 software we currently have 3903 rls1 sets working but are unable to use 3903 rls3 sets and are unable to use fdl commands in ld 97. is this only availible on 24.40 and above

I am currently using 3903 rls1 sets and they work fine,I have been told that 3903 rls3 sets are backward compatible
via flash downlad however I can not set up flash download
parameters in ld 97
