3730 DECT Phones - Only the First 3730 is Accessible - All Others Ring Busy

IP Office Essential Edition R11.0.4.0.3(3), 3730 DECT phones. This is the second time I've seen this in the last few months, and I'm hoping to find an answer. This is a brand new system that has twelve 3730 phones on it. Non-provisioned simple install that has been used for almost fifty sites. What happens is that once all the 3730s are created, assigned, and subscribed, test calls will only work to the first 3730 configured on the system. All other 3730s ring busy and give a wave-off tone when trying to dial them. The number of licenses is correct and the license file is showing as valid, and all phones show as subscribed on the Master base station/access point. Any ideas as to what could be causing only the first phone to work normally?

 
I had this recently on a new 3730 on an existing system, so it could be firmware on the 3730 as I've noticed the menus have changed.
I had to unsubscribe the handset and resubscribed and that then worked.
 
I can't call out with any of the handsets, and unsubscribing and resubscribing didn't work. One thing I just thought about, though, was that the system had a last minute 3730 added to it, so I had to add another license. Although the license file and PLDS show the correct number of IP Endpoints, it seems like it's acting as if there's only one license on the system. Is there any way to recreate the license file and try that?

 
I did, and the number of licenses are correct, but the system is still acting like there's only one license on there (or at least that's what it seems like). That's why I thought that maybe recreating the license and putting the new license file in might solve the issue.

 
If the licenses are correct in WEBLM, then the file is fine.

Did you create IP Dect extension in the IPO and reserved a Avaya IP Endpoint license on each extension?
 
SOLVED: I checked another system that was exactly the same as this one, and found only one difference: The Master base station for this system was an older v3 (700411088) instead of the newer v4 (700515210) that we've been using. I'm not sure how the v3 got into the mix, but I removed it and configured a v4 in its place. I unsubscribed all the handsets and then re-subscribed them one at a time, and all are working normally now. Thanks to all for your suggestions, and Okkie26 gets a star for reminding me that if the licenses are correct in the WEBLM that the file is fine (which made me check the other system to see what was different).

 
You can still use the v3 base sation though, Only not as a Master.
 
Ah, thanks - wasn't sure if the actual base station was bad or not - I'll give it a go on another system as a slave and see what happens.
