3300MXE 4.0 sip trunk to Lync - sip peer lags phones

I am trying to set up a sip trunk (already licensed) to connect to my Lync (OCS) mediation server. I have created the network element, changed the TLS port to 5067 which my mediation server is listening on. When I go to create the sip peer, I apply changes and all of a sudden all of my phones start lagging. I can see in the maintenance logs that the 3300 is going through and associating macs with extensions. Is this lag normal (something that will go away), or do I have to set a route somewhere? I have been trying to wait for the 3300 to "catch up" but I normally panic and delete the sip peer after about 5 mins which instantly corrects the lag.
 
when the 3300 is lagging I see that there are several hundred device detection messages in the logs. The web interface of the 3300 also slows down to a crawl. I also get a few IP Network Congestion alerts.
