32 bit file access problem?

I am running a older, win95 app on a system with XP Pro running NTFS. Whenever I click on the exe file, I get a warning about needing to select/create a working folder. I accept the suggested working folder name and I get the following error:

Windows 32 bit file access is being used.

Is this a problem because I am using NTFS or is there a way to shut off 32 file access? I have compatability for the exe set to Windows 95.
