3-tier applications

I am currently using a 2-tier kind of application but would like to move it to a 3-tier kind to incorporate an Application Server.
My question is ,

Is there a tool I can use to achieve the same in Oracle Developer or do I need to develop the whole system afresh in the application server.

Forms and reports can run on application server. Just install Developer to the app server then compile your forms on that. FMBs created by a Windows flavour developer installation can be FTP'd and compiled without modification, although there are some constraints you will have to take into account.
