3.7 Precheck tool to Upgrade system

Where can I find this tool to upgrade a BCM 3.7 to a 4.0? I have Seached nortel site and support.avaya site. I have even contacted avaya asking them if they knew where is this tool is now and they couldnt find it. Any help would be great help thanks
