2nd Window of primary internet window will not close

Windows XP Pro
When surfing the web I click on a sub window of the site that I am visiting and when I want to close the sub window they do not close or I must continually click "X" or properties to close the sub window. Most of the time they just do not close until I restart windows XP.

This started about 3 weeks ago. I have tried everything short of formating my hard drive to fix the problem. Anybody else experiencing this or maybe have a solution?
