I can not seem to find the 2nd Dial Tone in version SP: 30CQE06 NAT it is usually under SERVICES/ROUTING. I thought it was available on 6.1?

The Second Dial Tone feature was introduced in MICS 6.1 MR. You only have MICS 6.1.
