2nd Call to VM

Greetings All-I've a customer site which is bank, and all of the loan agents have a CO line assigned to their phones as their direct dial number as they don't use DID's at this location. The issue: when they get a second call to the CO line, it rings busy and doesn't go to VM. What do I need to change to make the second call roll to VM? Thanks In Advance.
 
get everyone a second CO line and ask the co to program a hunt group.or else DID

though did is the best case, we did this for a couple of our clients who "up"graded from centrex to norstar
 
Senk1s-Thanks for the quick reply. However, I don't think that either of your suggestions are going to accepted by my customer. So, am I to conclude that there's not a way for this to be done?
 
I have the same scenario with a group of banks. They do not have Nortel voice mail. They have one centrex line assigned to each phone with Octel Voice Mail provided by the local phone company.
