2k gateway routes accross subnet but not to Internet?

I am retiring a Novell server that now its only function is to route traffic from both subnets to the cisco Router for the internet which then does the routing between subnets.

I want to create a network structure as follows.

Internet---Internet Router (cisco 1700)---Win2k Box=====Subnet 1 and 2.

We moved everything around reprogramed router and this is what we ended up with.

Router (100.1)
Win2k server(3nics) 1.10 3.10 100.10

Internet had its own subnet of 192.168.100.x
the machines were placed on 192.168.1.x sub net and 192.168.3.x subnets. All had masks of 255.255.255.0 and were class c.

Server could ping all subnets and the internet.
Machines on subnet 1 and 3 could ping each other and the 100.10 card on server but not the 100.1 router or the internet.

I then added a machine via a switch on the 100.x (100.5) subnet and this is what happened.

Machine could ping all subnets and the router and out to the internet. But again machines on the 1.x and 3.x subnet could ping the 100.5 machine but no farther couldn't ping the router or internet.

Any ideas?
