2D map to §D

Hi

Is there any software (opensource,shareware,etc) that take a 2D topographic map and convert it to a 3D file?

Hmmm? A Scanned 7.5 Quad map? There are some programs to convert Raster to Vector, but you will still have a lot of work to do. I.E. (Fixing the conversion, Assigning Elevations to the contours, writing out a 3d surface file). Good luck on this one. Would be a good project for someone though.
