2950 ERROR ON SET VALUE MARCO (access 7)

I have macros that will not because of trust issues. I have done everything needed in the trust center but it will not run the macros and it seems that "SetValue" is the part that will not run. I have trusted the location and also digitally signed the database but nothing changes. This database is frontend and backend and both are located in the same trusted directory. I converted this up from a 2003 version.
 
1)Create a new blank database.
2)Import in all the tables
3)Import all other objects queries, code, reports, forms, macros
4)Attempt to run
5)if this fails rewrite the macro/s that throw the error.
6)If that fails write the macro/s in vba.
7)If that fails go to C:\Program Files\Microsoft Office\Office\MSAccess.exe and set it to run as Administrator
8)If that fails post back
