2940 interface in standby mode

How do I take an interface out of standby mode? I have an catalyst 2940 and my FastEthernet 0/9 (fiber uplink) interface will not come out of standby mode. I have tried shuting it down and it won't even go into shutdown.

Hi,

I'm confused, is your f0/9 port fiber or copper? What are the uplinks? Can you please paste the info on how the interfaces are configured.
 
On the WS-C2940-8TF switch you can only use either the 100bFX port or the SFP port at one time. You can't use both ports. I bet you have an SFP in the G0/1 port. Take the SFP out, reboot the switch, and you should be able to use the F0/9 interface.
