29320 SCSI card in a 32 bit PCI slot causes SCSI ID issue.

My customer is reporting that when using an LTO tape drive connected to 29320 card that is plugged into 32 bit PCI slot...the SCSI ID automatically changes to one number higher as shown in Device Manager on Win2003. For example, if the drive's jumpers are set to SCSI ID 0, it will show up as ID 1. This doesn't happen when using other tape drives (DDS) and doesn't happen with the LTO drive if the card is plugged into 64 bit slot. It also doesn't happen on Win2K. Any ideas on the cause?
