2620 - startup-config wont boot with config 1

I have uploaded a new IOS image to the flash and can boot it fine. I was unable to config and startup with the new configs. I had a additional ethernet card that I though was the problem (for 3600 sereis) and I removed it. Now the router is down to bare minimum and I am still not able to get the startup-config to start. I have even erased the NVRAM.

I can configure an IP on e0/0 and ping to the gate and its up. I do a wr mem then copy running-config startup-config and reload and all the configs reset nothing saves.

Any input would be helpful.
