26-M TOLL FRAUD REPORT messages by the dozen in 2400ICS

I get a lot of these messages. I don't think anybody is doing "toll-fraud" but does anyone have the manual that decodes this message? I'm trying to determine what triggers it. Just so I can get rid of it.

If I remember correctly, toll fraud was not a feature offered in the US systems. Australia? 26M is not listed in the US version of the OPS/Maintenance manual.
