250gb western digital hard drive showing as 128gb

I purchased a western digital ide 250gb hard drive and put it in a romovable enclosure so that I can remove as and when needed and set the jumper as cable select.
I booted the system and from the disk management formatted the drive but it showed up as 128gb size.The system is running windows 2000 professional and I am using it as a backup computer for the network.
Any reason for the drive size to be almost half the original and is there any way I can fix the problem.
 
It should be set a Master.
Did you check the Partion to see if it is all used or is there some not being used.

Why change the engine if all you need is to change the spark plugs.
